According to the data announced by the Turkish Statistical Institute (TurkStat) on 3 September 2026, the twelve-month average change in the Consumer Price Index (CPI) was 31.79%. Under Article 344 of the Turkish Code of Obligations, this rate constitutes the statutory ceiling on the rent increase applicable to residential and commercial (roofed workplace) lease agreements renewed in September.
A landlord may not increase the rent above this rate at the renewal date; the parties remain free to agree on a lower increase if they wish. Even where a different rate has been agreed in the lease, this statutory ceiling continues to apply.
If the parties cannot agree on the rent for the new term, either party may bring a rent determination action. In such an action, the court is not bound by the CPI ceiling and may determine the new rent by evaluating criteria such as the nature and location of the property and comparable rents.
